It has been confirmed that the Housing Development Corporation (HDC) forged land registration documents in the name of the former Ministry of National Planning, Housing and Infrastructure, during the incumbent administration.

With the exposure of the issue of illegally allocating plots to ineligible individuals under the ‘Binveriyaa’ scheme that allocates plots of land from Hulhumalé, several instances of theft, betrayal, and fraud happening within HDC have been coming to light.

A person who was allocated a plot from Hulhumalé under the ‘Binveriyaa’ scheme recently received a land registration from HDC, which was shared with RaajjeMV. The document was created in the name of the former Ministry of National Planning, Housing and Infrastructure.

The person who received the document from HDC told RaajjeMV, on the condition of anonymity that he was given the document after paying MVR 65,000 to an employee there.

According to the recipient, while handing over the document, the HDC official also mentioned that it was a document created in the name of the former housing ministry, stating that this was the only way to make it legally acceptable.

The document bears a blue ink stamp of the former housing ministry. The document bears the signature of Director General of the Housing Ministry Ahmed Vishan Naseem. As is common with registries, it includes details such as the registry number, plot number, and plot size.

Police are investigating the case of fraudulently allocating plots to certain individuals under the ‘Binveriyaa’ scheme. During a press conference held on Thursday night about the progress of the investigation so far, Assistant Commissioner of Police Abdulla Shareef said that the documents obtained by those who received plots were issued by the previous administration. However, after saying this, he later stated that the authenticity of these documents has not yet been fully confirmed.
