The parliament’s committee on national security services has recommended to take “immediate” legal action against those found to have been involved in the 2012 murder of Dr. Afrasheem Ali, in the inquiry’s commission investigative report.
A sub-committee was formed to review the seven recommendations made to the report. While this committee has since concluded the review, its report was publicized on Thursday. Members of the committee on national security services in attendance had unanimously voted to pass the report, which has an additional four recommendations.
The 11 recommendations are:
- To take immediate legal action against all found to have committed a crime. This includes those found to have actively taken part in Dr. Afrasheem’s murder in the report Hussain Humaam, Ali Shan, as well as the minor that is to have taken part and those that are to have stationed themselves at Crusty’s Restaurant near Henveiru Funvilu, those that are to have been at the staircase of Funvilu on the night of the murder.
- For the committee to obtain all details related to those accused in the report, including their current locations and dealings
- To obtain the finance records of Jammiyath Salaf (mentioned in the commission’s report) from 2012 to 2018, as well as its yearly statistics; this is to determine how the financial transactions were carried out
- To obtain details of those that had funded the extremist events, following Dr. Afrasheem’s death, from the Maldives Monetary Authority and to share these details with the relevant institutions for immediate action
- To obtain the details of the individuals linked to the murder and are to have fled the country, including departures dates, to be obtained by the Maldives Immigration through the defence ministry.
- To take action against those groups noted as hardline and extremist in the commission report
- To take legal action against those that are to have hid details in the murder, despite knowing
- To take action against police’s intel analyst Ibrahim Riffath, as there is evidence that he received intel regarding the murder but failed to take action. To obtain details of the police’s investigative report on the murder.
- To obtain details of groups with extremist ideologies, including number of such groups and their members, as well as their cells.
- To obtain details of those that fund groups with extremist ideologies
- To obtain details of the cases of those found to have committed a crime
Committee on the national security services passed the report at a meeting on Wednesday. While Chair, North Hithadhoo constituency MP Mohamed Aslam was absent, the meeting was chaired by Faresmaathodaa constituency MP Hussain Mohamed Latheef.
The eight members that voted to pass the report are; Hulhuhenveiru constituency MP Ali Niyaz, Central-Henveiru constituency MP Ali Azim, South-Henveiru constituency MP Hussain Shaheem, West-Henveiru constituency MP Hassan Latheef, North-Galolhu constituency MP Eva Abdulla, Hanimaadhoo constituency MP Abdul Ghafoor Moosa, Maduvvari constituency MP Adam Shareef and Hulhudhoo constituency MP Ilyas Labeeb.
The investigate report, by the Commission of Murders and Enforced Disappearances, was sent to the President's Office earlier this month. Dr. Afrasheem Ali was stabbed to death in the stairwell of his house in the capital city, in October 2012.
